(Agriculture Export Nodal Agency, Uttar Pradesh) 4th Floor, Kisan Mandi Bhawan, Vibhuti Khand, Gomti Nagar, Lucknow-226010 Email: [email protected], Website: www.upkrishivipran.in; Phone: 0522-2720326 उत्तर प्रदेश सरकार#2On 19 May 2022, the third advance estimates of production of major agricultural crops for the year 2021-22 have been released by the Union Ministry of Agriculture and Farmers Welfare. #01 Estimated Production The production of Food grains in the country is estimated at record 314.51 million tonnes which is higher by 3.77 million tonnes than the production of food grain during 2020-21. #03 Crops Record production is estimated of rice, maize, pulses, oilseeds, gram, rapeseed and mustard and sugarcane. Crops Estimated Production National Targets #02 Current Production The production during 2021-22 is higher by 23.80 million tonnes than the previous five years' (2016-17 to 2020-21) average production of food grains. Current Production #04 National Targets National targets set for food grain at 3280, pulses at 295.5 and oilseeds 413.4 lakh tonnes respectively for the year 2022-23. 2#3Exports for the year 2021-22 have crossed USD 50 billion - highest ever achieved for agricultural exports As per the provisional figures released by DGCI&S, the agricultural exports have grown by 19.92% during 2021-22 to touch $50.21 billion. The growth rate is remarkable as it is over and above the growth of 17.66%, at $41.87 billion, achieved in 2020-21. Exports of Agricultural Products (Including Marine and Plantation) APEDA portfolio of agricultural and processed food products exported to the tune of USD 25.6 billion, which is 51 per cent of the India's total agriculture exports of USD 50 billion Registering a growth of 27% in 2021-22, export of non-basmati rice was the top forex earner among all agri-commodities, at USD 6115 million. Notably, India is the world's second-largest rice producer after China. 3#4503 Increase Over Previous Year Fresh Mango, Groundnut, Natural Honey, Other fresh Fruits, Fresh Onion, Jaggery, Maize, Dairy Products, Wheat registered growth in term of value. Uttar Pradesh's Exports As per APEDA portfolio products Uttar Pradesh records 4.61 % ( 1844770 MT) increase in 2021-22 over previous year 2020-21 (1763534.84 MT). Decrease Over Previous Year Whereas Non-Basmati Rice Basmati Rice, Pulses, Milled Products, Other Fresh Vegetables, Processed Vegetables has registered decrease over previous year. 4#5A MSP Purchase and Potato Stocks B In Uttar Pradesh wheat purchase under MSP for the Rabi marketing year 2022-23 is only 5.53% (331673.11 MT) till 20 June,2022 against the target of 60 lakh tonnes. Where as in previous year till this date it was 5597899 MT In Uttar Pradesh the potato withdrawal % form cold storage till 20th June, 2022 was 8.9 % which is slightly lower than previous year (9.94%). This year potato storage was 6.23% higher (14130003.77 MT) than previous year (13301121.47 MT). 5#6Make Millets Global In a move aimed at providing a global platform for millet products, the Agricultural & Processed Food Products Export Development Authority (APEDA) launched a variety of millet products for all age groups at affordable prices ranging from Rs 5 to Rs 15 at the AAHAR food fair from 26th April to 30th April 2022 at Pragati Maidan., which is Asia's biggest B2B international food and hospitality fair. All the millet products launched are gluten-free, 100% natural and patented. The launched products are cream biscuits, salt biscuits, milk biscuits, ragi peanut butter, jowar peanut butter, jowar upma, pongal, khichadi and millet malts (jowar, ragi, bajra). APEDA also launched a variety of "Millet in Minutes" products under the category of Ready-to-Eat (RTE) such as Upma, Pongal, Khichadi, Noodles, Biryani, etc, which is a breakthrough in the food sector as it's the first RTE millet product in the market to cater fast-paced world at their convenience in a healthy way. All the RTE products are vacuum processed without any additives, fillers and preservatives. Nutrition value is retained as original with a shelf-life of 12 months in ambient temperature. 6#7+ Vegetable Oil Intelligence • Indonesia has finally lifted the ban on export of Palm oil with certain condition w.e.f. 23rd May, 2022. • Also export tax & levy reduced to US$ 488 from US$ 575 to stimulate export. This will increase export from Indonesia which will have dampening effect on price in world market. • The import ration of Palm oil & Soft oil (Soybean, Sunflower, Rape ect.) in May, 2022 was narrowed at 51:49 percent as compared to previous month (64:36 percent).#8POLICY UPDATES#901 02 03 04 70 Government announced Minimum Support Price (MSP) for all Kharif crops for marketing season 2022-23. • Bajra records highest return over cost 85% (Rs. 2385/ quintal). • The maximum increase over previous year recorded in Til (Sesamum) i.e. Rs 523 (Rs. 7830/quintal) and minimum. in Maize Rs. 92 (Rs. 1962/ quintal) in terms of absolute value. During April, 2022 approximately 514 Sanitary & Phytosanitary measure (SPS) and Technical Barriers to Trade (TBT) measures were announced by the WTO member countries with most of the regions primarily focusing on Protection of human health or safety, animal and food safety, Consumer information, labelling, Prevention of deceptive practices and consumer protection. Union Ministry for Fisheries, Animal Husbandry and Dairying funds for Mobile Veterinary Units (MVUS) to the States/UTs. Under this scheme @ 1 MVU for every one lakh livestock population. These MVUs will be customized fabricated vehicles for veterinary healthcare with equipment for diagnosis, treatment & minor surgery, audio visual aids and other basic requirements for treatment of animals. Union Ministry of Fisheries, Animal Husbandry and Dairying released the Breed-Wise Report Of Livestock And Poultry based on 20th Livestock Census on 12th May,2022. The breed-wise data collection was done along with 20th Livestock Census during the year 2019. It was for the first time in the country that breed wise data was collected by using tablet computers instead of paper mode which is indeed a unique attempt. 9#10O Exports to Canada Indian banana & baby corn get market access in Canada. The negotiations between National Plant Protection Organisations of India and Canada on market access for Indian Banana and Baby corn resulted in Canadian market access for these commodities. Export of fresh baby corn from India to Canada may begin from April 2022 after updation of directive D-95-28: Plant Protection Import and Domestic Movement Requirements for Corn and the Automated Import Reference System (AIRS). Further, based on the technical information provided for fresh banana by India, Canada has approved, banana for entry into Canada with immediate effect. Relaxations in Wheat Exports The government has announced some relaxation to its order dated 13th May issued by Directorate General of Foreign Trade (DGFT), Department of Commerce on restricting wheat exports. It has been decided that wherever wheat consignments have been handed over to Customs for examination and have been registered into their systems on or prior to 13.5.2022, such consignments would be allowed to be exported. 10#11PMKSY Ministry of Food Processing Industries, Government of India is inviting applications under the following sub-schemes of Pradhan Mantri Kisan Sampada Yojana (PMKSY): Scheme for Creation of Infrastructure for Agro Processing Clusters (APC) ⚫ Scheme for Creation/Expansion of Food Processing & Preservation Capacities [Unit Scheme] (CEFPPC) • Scheme for Integrated Cold Chain and Value Addition Infrastructure (Cold Chain) • Food Safety and Quality Assurance Infrastructure (FTL) • Operation Greens-long Term Interventions (OG) • Applications may be submitted online at https://sampada-mofpi.gov.in by the prospective promoters/ investors/ entrepreneurs who are eligible and willing to set up food processing related facilities / units w.e.f. 10.00 hrs of 27th June, 2022. • Applications need to be submitted as per the revised operational guidelines dated 08.06.2022 of the respective sub-scheme available on www.mofpi.gov.in • Pre-bid meeting will be held on 04th July, 2022 at 11.00 hrs in Room No. 120, Panchsheel Bhawan, August Kranti Marg, New Delhi. • Applications received under the sub-schemes in response to Expression of Interest (Eol) will be evaluated separately and sanctioned on merit subject to fulfilling eligibility criteria and meeting the minimum qualifying assessment criteria as mentioned in the relevant guidelines of the sub-schemes. • The demand drafts, in original, should reach the Ministry not later than one week after last date of submission of application. • Last date for submission of online application is 17.00 hrs of 10th August, 2022. 11#12Madhurmithas The Uttar Pradesh Madhurmithas Brand added to the already expanding portfolio of ODOP brands launched on 5th May, 2020 under the Scheme Formalisation of Micro food processing Enterprises (PMFME) by Union Ministry of Food Processing Industries. The Ministry has signed an agreement with NAFED for developing 10 brands of selected 20 ODOPs under the branding and marketing component of the PMFME scheme. Brand - Madhumantra (Saharanpur, Uttar Pradesh, Product: Multiflora Honey) was launched in January 2022. The Brand Madhurmithas has introduced Jaggery Powder and has been exclusively developed under the ODOP concept for the district Muzaffarnagar, Uttar Pradesh. The product is a sweetener without any chemicals and also healthier and more delicious than sugar. May export prices of Indica rice were generally firm in Pakistan, Thailand and Viet Nam, as offshore demand remained upbeat, counteracting the influence of currency depreciations vis-à-vis the United States dollar in these exporters. Although this was also the case for prices of lower quality supplies in India, quotations of higher quality rice continued to ease in India weighed by the arrival of the recently harvested "Rabi" rice in the context of the already ample rice stocks. In the Americas, expectations of consecutive output declines kept long-grain prices in the United States of America on the rise, despite low demand. • International rice prices continued to increase, while prices of coarse grains declined. In May, 2022 International export prices of Indian Rice (25% broken) was quoted at US Doller 329.25/tonnes where as it was US Doller 326/tonnes in April, 2022. MSP for the Kharif Marketing season 2022-23 is Rs. 2040/quintals for common paddy and Rs. 2060/quintals for Paddy Grade-A. Which is 5.2% and 5.1% higher than previous year, respectively and is 50% over return of cost of production. In the next kharif season 2022-23 Uttar Pradesh government has set target to increase 17.04 lakh metric tonnes(Imt) paddy production to 177 Imt. 27#28Wheat • International wheat prices increased steeply in May in response to the announcement of a wheat export ban by India. As exports from Ukraine remain hindered by war disruptions, and after India's larger wheat shipments in recent months played an important role in partially offsetting lost exports from Ukraine, the country's export restriction exacerbated global availability uncertainty. Against that background, concerns over crop conditions in Argentina, Canada and the United States of America, raised the Argentina (Up River, f.o.b), Canada (St. Lawrence, CWRS) and benchmark United States of America (US No. 2, Hard Red Winter) quotations by 11, 8, and 5 percent, respectively, month on month. • International wheat prices continued to increase, while prices of coarse grains declined. • As of 13 May 2022, the Government of India have prohibited exports of wheat to help ensure adequate domestic supply, including the large quantities of wheat needed to run various welfare schemes amid increasing global wheat prices as well as lower than previously anticipated 2022 wheat production, due to a heatwave in March. However, some exports will be allowed, in order to honor contracts where irrevocable letters of credit have already been issued or by special permission of the government at the request of neighbouring and food-deficit countries to ensure their food security.#29Wheat • On 15 May 2022, the Government of India extended the 2022/23 "Rabi" Marketing Season (RMS), typically occurring from April to March, wheat procurement deadline through 31 May 2022 (in a few states procurement will continue until mid-July 2022). As of 14 May 2022, wheat procured during the 2022/23 RMS amounted to 18 million tonnes, compared with a total of 36.7 million tonnes during the 2021/22 RMS. • In addition, the government lowered the quality specification for wheat to be procured during 2022/23, with the maximum allowed limit for shriveled/broken grains set at 18 percent, up from the previous 6 percent, for Punjab and Haryana, including U.T. of Chandigarh. The latter decision aims to ensure more farmers have the possibility to sell their wheat at the established procurement price and thus limit potential distress sales and farmer hardship. ⚫In May 2022, Argentina up river f.o.b. wheat prices was quoted at US Dollar 449/tonnes.#30Maize • By contrast, international coarse grain prices fell in May for a second consecutive month. Maize export quotations from Brazil (Paranagua, feed) led the decline, falling by 7 percent, with the imminent start of the main maize harvest, which is forecast to be a record, exerting downward pressure on markets, while seasonal supplies from ongoing harvests amid strong export pace, kept Argentina (Up River, f.o.b.) quotations stable month on month. The benchmark United States of America (US No.2, Yellow, f.o.b.) maize price fell by 1 percent, with planting progress picking up as weather conditions improved slightly. World sorghum prices also declined in tandem with maize price trends, while spill-over effects from the strength in wheat markets and concerns over crop conditions in the European Union boosted barley prices month on month. • International wheat and rice prices continued to increase, while prices of coarse grains declined • In May,2022 International export prices of Argentina maize was quoted at US Doller 314.55/tonnes where as it was US Doller 315.71/tonnes in April, 2022. • MSP for the Kharif Marketing season 2022-23 is Rs. 1962/quintals for maize.
