Applications are due September 24th Oklahoma allocation: $167.7M Description: The American Rescue Plan Act allocated $10 billion to U.S. Treasury for payments to states, territories, and tribal governments "to carry out critical capital projects directly enabling work, education, and health monitoring, including remote options, in response to the public health emergency" APPLICATION OVERVIEW 1. Fund Program Plan - DRAFT Oklahoma Broadband Infrastructure Grant Program ( Adapted program attributes that are common across CPF-funded state programs to Oklahoma's Program Plan Leveraged examples from Missouri and Minnesota's broadband programs to create program components Incorporated Policy Sub-Committee input on program components into the first draft of the Program Plan сл 5#6Oklahoma's Proposed Broadband Infrastructure Grant (OBIG) Program Plan Components Program Plan Component Program Parameters Treasury Guidance Program Type: Statewide competitive broadband grant program Eligible projects: Connects unserved and underserved communities*; technology agnostic; delivers speeds of at least 100/100 Mbps (100/20 Mbps scalable with documented exception)**; last-mile and middle-mile Eligible Applicants: Internet Service Providers (ISPs), Political subdivisions (e.g., towns, cities, counties), Tribal Entities, Non-profits and Community Anchor Institutions, Utilities (e.g., Electric Cooperatives, Muni Cooperatives, and Investor-Owned Utilities) Additional DRAFT Program Plan components were developed with input from the Broadband Governing Board Policy Sub-Committee: Program Objectives Grant Matching Evaluation Criteria Program Administration • Unserved and underserved areas with a priority on rural and economically distressed communities Applicants must contribute at least 20% of the total eligible project cost Number of network connections and speeds prioritized. Additional evaluation criteria modeled after Missouri and Minnesota. The program will launch in March 2023, with Round 1 applications open until May 2023. The State Broadband Office will review applications from May 2023 - July 2023 and announce awards in July 2023.
