JOEL AIKI (JP) May 5, 2022 USAID FROM THE AMERICAN PEOPLE MICHIGAN STATE UNIVERSITY IFPRI INTERNATIONAL FOOD POLICY RESEARCH INSTITUTE ATE GOVER RNMENT NIGERIA RIA#2BACKGROUND • VISION Farmers/Agribusinesses enjoying optimum productivity per unit investment, critical mass in agricultural production of key food and industrial crops, meeting domestic and industrial demand attained; Kebbi State is food secured and contributing significantly to National demand; Kebbi is the investment destination for both domestic and foreign investors where agriculture is practiced as a business, quality products and services are served, people are getting more incomes and enjoying better quality life. 2#3Mission ☐ Driving to precision (smart) agriculture (for efficiency, cost effectiveness, improved productivity, qualitative goods and services). □ Adoption and deployment of improved technologies, mechanization and ICT (at smallholder and large scale farmer levels). ☐ Institutional Strengthening (Capacity enhancements, Infrastructural development, financial inclusion and increased uptake of insurance among farmers to produce competitively. Promoting Value addition and Export market. Strengthening of linkages and Partnerships for mutual benefit.#4· Statutory responsibility of Ministry of Agriculture & Natural Resources Agricultural Policy formulation/development and implementation. Generation of Policy briefs to Executives. Facilitation of Special Agricultural Programmes, Projects and Interventions. ○ Administration of agric loans and grants in the State. o Assenting/Signing of Subsidiary Loan Agreement. • Provision of technical guidance, advice, recommendations to Government on all aspects of Agric & Rural Development. . Annual Agriculture Budgetary formulation and defense at State Legislature. 4#5The Agricultural Environment in Kebbi State the Ministry is Addressing • • · Agriculture is the mainstay of the Economy: Provider of employment, jobs, food and raw materials, sustainer of livelihood, incomes. Total Land Area 37, 698.67 Sqkm Arable Land 1.36 million hectares. Cultivated Land about 38%. Two distinct agro-climatic zones, Northern Guinea and Sudan and Savannahs. Two Seasons - Dry and Wet Seasons Rainfall range from 400mm-1100mm Mean Temperature 23 oC (Min. 180C & Max 430C) Soil types vary Open and underground water bodies. Supply of fertilizers and other production inputs as grants. Erosion control, soil fertility management and Provision of rural infrastructures#18Major achievements- Cont'd ☐ Anchor Borrowers Programme (ABP) facilitation. ○ The Ministry facilitated the Implementation of the Anchor Borrowers Programme in the State. ○ Supported and facilitated ABP implementation across the country. ○ Supported Benin and Niger Republics to establish ABP in their countries. Outcomes of Anchor Borrowers Programme in the State ○ All year-round rice production in the State. ○ Food availability ○ Job creation o Income generation ○ Availability of livestock feeds year-round#19Major achievements- Cont'd Mechanization Service Supply of: ○ Tractors ○ Power Tillers ○ Multi-crop threshers o Rice reapers ○ Irrigation Pumps • Introduction of Tractor Hiring Service/Scheme. Use of ICT to geo-fence/secure tractors (they remain operational within the State).#20● Major achievements- Cont'd Pest control (Year round control of Quelea birds) to secure rice and other cereal crops. The State Government signed an agreement with an Aviation Company -Permanently Stationed Aircraft to attack pests promptly. Revenue generation-IGR to the State. Development of Community Seed Production-Posses a Seed cleaning machine. Training of Extension, Farmers and Technical staff. Participation in State and National Programmes/Activities.#21Major Achievements- Nationally ☐ Boosting rice production in Nigeria Supply of paddy in millions of tons to Nigeria. Provided facilitation, knowledge and skills to establish ABPs in the many States in the Country. ☐ Saved Nigeria from Forex drain. □ Job and wealth creation across the country. ☐ Encouraged/increased the participation of Deposit Finance Banks in Agricultural Lending.#22Facilitation of Agribusiness investments and industrialization in the State • Kebbi State Bio-fuel/Ethanol Production Company Rice mills proliferation: ○ 4 large scale rice mills (Labana 2 lines, WACOT 1, second on-going, Lolo and Dangote Rice Mills. o 30 Medium scale rice mills o Over 100 Small scale mills With a combined output of about 600, 000metric tons of milled rice (from close to 1 million tons of rice paddy). 22#23Facilitation of Agribusiness investments and industrialization in the State • Cassava production and cottage processing. ⚫ Flour mill- recently completed ● - Tomato Processing Company – GB Foods/Tomani Farms. Climate Smart Agriculture-Provision of modern weather stations (at least 2 no.) and simple techniques for dissemination of Seasonal Weather Predictions.
