New Zealand is small donor = strategic, unique, smart, niche New Zealand is practical and innovative, trusted partner. New Zealand recognises four factors that assist geothermal development 1. Well characterised geothermal resource 2. Adequate human and engineering resources 3. An investment enabling regulatory process 4. Access to finance (equity, debt) & opportunity to leverage.#8NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme THE NEW ZEALAND AFRRICA GEOTHERMAL FACILITY The New Zealand - Africa Geothermal Facility (NZ-AGF) is established under partnership arrangement between New Zealand Ministry of Foreign Affairs and Trade (MFAT) and the Africa Union Commission (AUC). The NZ-AGF is hosted by & located with the Regional Geothermal Coordination Unit of the AUC.#9NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme Objective of facility The NZ-AGF is designed to provide responsive, flexible and timely geothermal technical assistance and capacity building for East African countries to develop their geothermal energy. The NZ - AGF will prioritise assistance for overcoming barriers, that are currently stalling projects, to bring them closer to generation and distribution.#10NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme GOVERNANCE STRUCTURE The key governance mechanism for the NZ-AGF will be through a Steering Committee composed of New Zealand Ministry of Foreign Affairs & Trade (MFAT) and Africa Union Commission (AUC). Facility Manager will be based in the AUC in Addis to identify and coordinate projects and will be responsible for providing the necessary administrative, procurement and support services for the operation of the NZ-AGF.#11NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme EXPECTED RESULTS The NZ-AGF will support geothermal energy production through: Increased number of geothermal energy projects meeting investment criteria Increased investment and local participation in the geothermal energy sector Improved sector planning, regulation, management and technical capacity#12NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme FORMS OF ASSISTANCE Technical assistance for geothermal development and distribution including: technical studies and reports, advisory services, peer review, quality assurance services, training and capacity building.#13NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme DELIVERY MODEL The NZ-AGF will adopt a demand-driven technical assistance facility model. NZ is practical, innovative and trusted partner that will deliver tangible inputs to partner countries. NZ is small donor, strategic, unique, smart, niche#14NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme BENEFICIARY COUNTRIES The target countries are those eligible for GRMF funding: Burundi, Comoros, Djibouti, DRC, Eritrea, Ethiopia, Kenya, Rwanda, Tanzania, Uganda, Zambia. Malawi, Mozambique, Sudan and Egypt will also be eligible to participate in regional professional learning & development activity, in line with GRMF arrangements.#15NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme PROGRAMME TIMING and BUDGET The budget for the Facility is NZ$10 million and the programme is expected to be implemented over 5 years (2017 – 2021). -#16NEW ZEALAND MINISTRY OF FOREIGN AFFAIRS & TRADE Aid Programme THANK YOU
