#1NAST IPPC International Plant Protection Convention AUTHORIZING ENTITIES TO PERFORM PHYTOSANITARY FUNCTIONS CASE STUDY OF NPPO NIGERIA USING ENTITIES TO PERFORM PHYTOSANITARY FUNCTIONS#2NAST INTRODUCTION IPPC International Plant Protection Convention Nigeria as one of the countries from the African continent and as a contracting party to the IPPC participates in all the activities of the Convention and uses the International Standards for Phytosanitary Measures in export and import and other phytosanitary activities (inspection, certification, treatment, surveillance, etc.) as mentioned in the several adopted ISPMs: ISPM 3 ISPM 5 ISPM 7 ISPM 20 ISPM 42 ISPM 43#3NAST IPPC INTRODUCTION (cont) International Plant Protection Convention Recently the Nigeria Plant Protection Organization (NAQS) has been authorizing entities and also collaborating with them to perform some phytosanitary functions on their behalf, such as Treatment Inspection Construction of Surveillance equipment for treatment against quarantine pest In accordance with IPPC Article V.2 (a) and the IPPC Strategic Framework for 2020-2030 Some of the phytosanitary activities are hereby listed further#4NAST TREATMENT IPPC International Plant Protection Convention Work plan and development / construction of specialized fumigation chamber in collaboration with the plant protection organization of Mexico for the treatment of agricultural commodities (Hibiscus sabdariffa) exported to Mexico In accordance with ISPM 43#5NAST TREATMENT (cont) IPPC International Plant Protection Convention Nigeria has been using entities for the treatment of Solid wood packaging materials in accordance with ISPM 15 under NAQS supervision Nigeria has been using entities in the treatment of agricultural commodities for export under NAQS supervision#6WAS IPPC International Plant Protection Convention TRAINING HUMAN CAPACITY DEVELOPMENT With strong collaboration with third party/entity Nigeria plant protection organization has benefitted in many ways to improve its phytosanitary activities in the area of capacity development, training and provision of equipments for phytosanitary activities, which are listed further Many training workshops and seminars were attended locally and internationally in 2015-2019#7IPPC International Plant Protection Convention NAST TRAINING HUMAN CAPACITY DEVELOPMENT (cont) Training workshop on application of Videometer for non-invasive seed health diagnostic-26-28 June 2019 (IITA, Ibadan) Fall armyworm AU meeting - 29-31 October 2018 Annual retreat between NAQS and IITA (Ibadan, Nigeria) Workshop on Banana bunchy top virus (BBTV) diagnostic and surveillance 13-16 January 2019, IITA (Ibadan, Nigeria) National stakeholder workshop of Cassava Brown Streak disease (CSBD) - 6 February 2019, Abuja Nigeria FAW biocontrol training at IITA biodiversity & biocontrol centre 22nd-2 Collaboration with NAQS in hosting the TC-RPPO in 2019#8WAS IPPC International Plant Protection Convention PROVISION OF BASIC EQUIPMENT Solar power battery inverter for Mycotoxin, pesticide for Import and export for Post entry laboratory (Ibadan, Nigeria) Cassava surveillance system for easy detection of cassava pests and diseases (CBSD) in Nigeria Provision of 2 generating sets (3.5 KVA) for import/export laboratory Two sets of typewriter#9NAST IPPC SURVEILLANCE ACTIVITIES International Plant Protection Convention Papaya mealybug • BBTV - Eradication work since 2013 within the IITA NIHORT NRCRI workshop on restructuring the spread in Idoologun and Ipokia, jointly with the local government of Ogun State (Nigeria), using herbicide H20 injection method on the banana / plantain stems / suckers • Control of Tuta absoluta since 2016 • Collaboration with National Root Crops Research Institutes (NRCRI on pest of root and tuber crops)#10WAS IPPC International Plant Protection Convention CERTIFICATION OF GERMPLASM 135 import permits have been issued to showcase the collaboration and compliance with the international standards Exchange of information to support pest listing, pest risk analysis (PRA) Analysis of samples#11NAST CONCLUSIONS IPPC International Plant Protection Convention The importance of using entities to perform the previously mentioned activities cannot be overemphasized The entities help countries to implement most of the ISPMS (ISPM 27 and 28) The implementation process requires certain specialized equipment and capacity-building activities, especially for the developing countries This will help to achieve the goals in implementation of the Convention, standards and CPM recommendations, as specified in the IPPC development agenda 2020-2030
