An MoU has been signed on 01.06.2023 with Vidhyut Utpadan Company Limited, Nepal for development of Phukot Karnali Hydro Electric Project 480 MW in Nepal. An MOU has been signed between NHPC and Govt. of Odisha through GRIDCO Limited on 23.06.2023 for "Development of Pumped Storage Projects and Renewable Energy in the State of Odisha". An MOU has been signed with Department of Energy, Govt of Maharashtra on 06.06.2023 for the development of Pumped Storage Schemes and other Renewable Energy Source Projects in the State of Maharashtra. NHPC has signed an MOU with Kerala State Electricity Board on 16.06.2023 to set up a "Design Clinic" for vetting of design of KSEB Projects as part of its Consultancy Services initiatives. Approval for pre- investment activities received on 03.05.2016. Compliance to FRA, 2006 is in progress. PIB memo incorporating comments of appraising departments submitted to MoP on 08.04.2022. Hon'ble Minister of Power and Minister of New & Renewable Energy, Govt of India vide DO letter dt 09.05.2022 requested Chief Minister of Sikkim for expeditiously resolving the pending issue of FRA compliance & private land acquisition. Gram Sabha meeting for Lum-Gor-Sangtok GPU was held on 08.10.2022. Final outcome report is awaited from District administration. Hon'ble Chief Minister, Sikkim held a meeting on 28.10.2022 along with Chief Secretary, Addl. PCCF from State Govt. with CMD, NHPC & other senior officers, in connection with implementation of Teesta-IV HE Project in Sikkim. Hon'ble Chief Minister assured all support from Govt. of Sikkim for early implementation of the Project. CMD, NHPC vide DO letter dated 22.12.2022 has appraised the Secretary, Ministry of Power about the issues related to the project. The period for publication of declaration for acquisition of land for Teesta-IV was extended for further additional 12 months with effect from 31.12.2022 vide Govt. of Sikkim Notification dated 06.12.2022 in order to complete the process of Section-19. A meeting was chaired by the Hon'ble Minister of Power and New & Renewable Energy on 16.2.2023 wherein pending issues for obtaining FC-II were discussed. MoM issued by MoP on 22.03.2023. ATR on minutes submitted to MoP on 17.04.2023, 02.06.2023 & 07.07.2023. District Collector (Mangan) convened a meeting on 10.07.2023 to discuss the efforts to be made to resolve the pending issues of private land acquisition and compliance under FRA, 2006. ADC (Mangan), SDM (Mangan), SDM (Dzongu), SDM (Kabi) and officials from District Land Revenue Department & Teesta-IV Project participated in the meeting. Regular persuasion is being done with State Government for expeditiously resolving the issues of compliance of Forest Clearance (Stage-II) related to FRA, 2006 and acquisition of 181.06 ha private & departmental land. • Defence Clearance: Fresh Proposal for Defence clearance uploaded on portal of MoD on 10.05.2023. MoD vide OM dated 14.07.2023 has directed concerned ministries to submit revised proposal in terms of new guidelines dated 08.05.2023. The same was forwarded by MoP on 24.07.2023. Status of clearances: • • • Defence Clearance issued by MOD on 18.11.2020. CEA accorded the Concurrence on 26.04.2022. The completion cost of the project is Rs. 4250.20 Crore with Levellised Tariff Rs. 4.46/unit. IWT clearance accorded on 01.05.2023. Environment Clearance: EAC vide MOM dated 06.09.22 recommended project for accord of Environment Clearance subject to submission of FC-1 by the Developer. • Forest Clearance: Forest proposal forwarded by State Govt to MoEF&CC. As desired by MOEF&CC, Inspector General of Forest (MoEF&CC) Integrated Regional Office, Shimla carried out the site inspection and submitted the report on 05.06.2023. • With regard to forest proposal, NHPC has uploaded its reply on Parivesh Portal on 07.07.2023 and submitted to DFO, Pangi for further n/a. DFO, Pangi has forwarded the reply to CCF, Chamba on 25.07.2023. Investment Approval: • • • NHPC submitted the revised draft PIB note on 13.05.2023 & 19.05.2023. The same was returned with the suggestion to get update the cost of completion. On the request of NHPC, CEA vide letter dated 19.06.2023 advised that since the project is concurred with Completion Level cost, there is no further need to revise the cost of the project again. A VC meeting under the chairmanship of Joint Secretary (Hydro) held on 30.06.2023 to discuss the various issues associated with implementation of Dugar HE Project. MoP issued the minutes on 10.07.2023. • In the meeting, JS (H) directed that "Cost estimate may be updated considering 01.04.2024 as zero date, in line with the PIB stipulation". CEA has been requested on 18.07.2023 to clarify the matter regarding vetting of updated cost. The advise of CEA is awaited.#37NHPC Standalone Projects Under Clearance S.No. Projects 3 Sawalkot (6x225+1x56) UT of J&K Installed Design Capacity Energy Cost (In Crore) (MW) 1856 (MUs) & PL 7995 22704.80 (Completion) • एनएचपीसी NHPC • • • • . • • • • Status MOU has been signed between NHPC Ltd. and JKSPDCL on 03.01.2021. The project shall be executed by NHPC on BOOT basis for the period of 40 years. Agreement for handing over / taking over signed between NHPC and JKSPDC on 11.12.2021 & NHPC has taken over the Project. The Ministry of Power has accorded approval on 12.07.2022 for incurring expenditure on pre investment activities for an amount of 973 crore at Nov.2021 Price Level. Process for obtaining forest clearance has been initiated. CEA vide letter dated 27.12.2022 vetted the cost estimates at completion level for an amount of 22704.80 crore including 4593.41 crore for IDC and 1124.20 crore for enabling infrastructure. Gram Sabha meetings have been conducted for all 30 villages for FRA compliance. All Gram sabha resolutions have been submitted by Gram Panchayats (GPs) to the respective DCs. NOCs under FRA for GPs in Udhampur, Reasi and Ramban Districts were issued by respective DCs on 28.11.2022, 05.12.2022 and 24.02.2023 respectively under FRA, 2006. Proposal of CA (Compensatory Afforestation) Land by DFO, Udampur Forest Division, DFO, Batote Forest Division and DFO, Ramban Forest Division has been forwarded by CCF to PCCF, Govt. of J&K, for approval. MOU has been signed between NHPC Ltd. and JKSPDCL on 03.01.2021. The project shall be executed by NHPC on BOOT basis for the period of 40 years. MOEF&CC vide letter dated 10.06.2021 has conveyed the approval to the TOR. EIA/ EMP studies is in progress. Process for obtaining forest clearance is in progress. DPR concurred by CEA on 07.03.2023 amounting to 2526.79 crore at completion level including ₹249.45 crores for IDC and 26.20 crores for enabling infrastructure. 4 Uri-l Stage-II (2x120) 240 932.6 2526.79 (Completion) • . Balance investigation works are in progress in compliance to DPR concurrence. EAC had recommended for grant of Environment Clearance (EC) to the project on 15.04.2021. NHPC shared the above information with Govt of Manipur as per direction of PIB vide letter dtd 19.08.2021. ■ Additional Secretary, MoP & Secretary (Power), MoP vide DO dated 05.10.2021 & 22.11.2021 respectively requested Chief Secretary, Govt of Manipur to look into the matter and expedite the confirmation of Govt. of Manipur. ■ Secretary (Power) vide DO dtd 24.03.2022 conveyed to Chief Secretary, Manipur that as commitment from Government of Manipur towards the project is still awaited, the Ministry is now constrained to drop the ongoing proposal. Comments of JS (Power), GOM dated 23.06.2022, forwarded by MSPCL to LDHCL on 30.06.2022, were replied by NHPC on 13.07.2022. Same was further submitted to MSPCL by LDHCL on the same day. ■ CEA has declined to extend the validity of the concurrence of DPR vide their letter dt 04.08.2022.#40NHPC -Projects Under Survey & Investigation S. NHPC vide e-mail dated 07.06.2023, requested MEA to provide on update on the issues related to Garba Tawaghat, Link road and link canal. MEA vide mail dated 10.06.2023 requested NHPC to coordinate with Commerce representative, Indian Embassy Kathmandu to follow up Indo-Nepal issues. NHPC took up the matter with Mission, Embassy of India, Kathmandu, who vide e-mail dated 22.06.2023 requested NHPC to propose a date to discuss Garba Tawaghat HE Project with representatives of Ministry of Energy, Water Resources and Irrigation, Govt of Nepal, Officials of NEA and IBN. NHPC vide e-mail dated 22.06.2023 has proposed deputing a team for discussion on Garba Tawaghat HE Project from 24.07.2023-26.07.2023. NHPC vide letter dated 06.07.2023 requested MoP to coordinate with MEA to support NHPC in obtaining consent from Govt. of Nepal. Embassy of India, Kathmandu vide e-mail dated 17.07.2023 intimated that convenient dates for meeting on Garba Tawaghat shall be conveyed in coordination with Ministry of Energy Water Resources and Irrigation, Govt of Nepal, Investment Board Nepal and Nepal Electricity Authority. NHPC is pursuing the matter with Indian Embassy Nepal.#41NHPC -Projects Under Survey & Investigation E S. No forest clearance is required. NOC has been obtained from Forest department. Defence Clearance has been accorded by MoD on 03.01.2022. As per revised guidelines, all (14 nos.)
