American Jewish Population Project PA-4 District Profile PA-4 is home to the largest Jewish population in the state and is represented by Madeleine Dean (D). The incumbent was expected to retain her seat ahead of the 2020 House election and the district was considered likely to go for Joe Biden in the presidential election.
