Conclusions
• Two years after implementation of C/T, both CA and GD
experienced significant emission reduction, but the patterns
are different;
•
Emissions in all heavy industries in GD dropped dramatically, but
not true for heavy industries in CA;
• CA emission reduction mostly comes from electricity, particularly
imported electricity
CA and GD face different types of challenges in emission
reduction;
• CA is a relatively stable economy → smooth emissions trend, easier
for cap setting.
• GD is a transitioning economy; its heavy industries are susceptible
to economic fluctuations → cap setting is difficult;
• GD: emissions in heavy industries are declining overall, but
emissions from transportation, residential, and commercial
activities are increasing: C/T is not sufficient to address these
