• For decades, the Papuan has suffered from symptoms of
paradoxes in their economies:
Tremendous amounts of wealth is available but remains
ranked 33rd in HDI (NHDR 2005)
Huge potentials (human capital, public and private
investment, as well as growing market) do not lead to
symbiotic production and consumption system that give
