Eighteen percent had a condition to attend substance use counseling. In 2019, 25 percent of people on parole were assessed as high risk and 36 percent were assessed as moderate risk. (Twenty-five percent of these cases were low or low- moderate and fourteen percent did not have a risk screen or LSI-R risk level.)
