Data compiled by CESS expert team
The CESS team arrived at a figure of Rs 15,885.77 Crore for the period 2015-16 to
2018-19, based on the Andhra Pradesh Government's detailed estimates of
revenue and receipts
•
permitting the State to clear other outstanding EAP loans,
Special Development Loans, other dues to Government of
India or to parastatals of Government of India;
permitting borrowing from internal lenders like NABARD,
HUDCO, etc. in lieu of the grant;
exempting the Special Assistance from the State's FRBM
limit since the repayment responsibility of the EAPS will be
taken up by the Government of India; and
issuing short/medium tenure Andhra Pradesh Relief Bonds,
so on.
