Program Background and Overview
• Rhode Island's medical marijuana program ("MMP") was established by the General Assembly upon
passage of The Edward O. Hawkins and Thomas C. Slater Medical Marijuana Act in 2005.
Rhode Island is now one of 36 states in the U.S. with some form of a medical marijuana program; it is
currently jointly administered by the Office of Cannabis Regulation ("OCR") at the Department of Business
Regulation and the RI Department of Health (“RIDOH”), with RIDOH holding primary responsibility for
registering patients and licensing third party testing labs and DBR chiefly responsible for all other aspects
of program administration, oversight, regulation, and enforcement.
