3. Improving the efficiency of spatial development
The complexity of the development of the territory in accordance with the standards for the
development of the urban environment and the elimination of territorial disproportions in the
provision of social and commercial infrastructure.
Ensuring polycentric development through the formation of new centers of urban and regional
importance.
■ Increasing the connectivity of planning areas, incl. by ensuring the standard density of the road
network, duplication of the main transport corridors, redistribution of freight traffic flows.
Redevelopment of industrial territories that have lost their purpose in order to ensure effective
functioning.
■ Formation of a harmonious volumetric-spatial environment.
■ Strengthening the urban planning axis southeast - northwest, perpendicular to the main linear
compositional axis.
■ Formation of a single natural and recreational frame through the development of connecting
elements with the main axis of the Sunzha River and urban and suburban natural and agricultural
landscapes.
■ Advanced engineering preparation of prospective development areas, incl. elimination of deficits in
the service infrastructure of facilities
4. Creation of technological and social and economic prerequisites
for the formation of a digitalized environment
Increasing the values of indicators of social and economic development, such as:
Gross metropolitan product per capita:
• labor efficiency;
employment;
income level of the population;
• education level.
