Whether the project is designed to focus on “beneficiaries” give consideration to vulnerable people, and
ensure fairness and whether the project is adaptable enough to remain relevant if circumstances change
during implementation
Appropriateness of the project plan and logic of approach
Consistency with development assistance policies of the Japanese government and JICA
Synergistic effects and mutual relations with JICA's other projects (technical Cooperation, ODA Loan,
Grant, etc.)
Complementarity, harmonization, and collaboration with other assistance/projects in Japan, other
