When was it started? - Background 1989- SICOPSA [Solomon Islands Communities and Special 350 300 Provincial Assistance Fund] to fund area council member initiated projects. Fund was abused 1993- Introduction of "Special Discretionary Fund" of $100,000.00 per Constituency.
