Policy and Regulatory Momentum Designing an agricultural policy, introducing incentives and establishing vocational training among entrepreneurs, could make the sector profitable and competitive. A comprehensive assessment of potential projects could support farmer engagement in sustainable production. The Government could create facilities and infrastructure through public-private partnerships such as Build-Operate-Transfer and Design-Build- Operate. The capacity and competitiveness of smallholder farmers could be strengthened with necessary measures to prevent large enterprises and SOES from monopolizing the market.
