(Question 53 from Questionnaire) Clients held fragmented and even polarized opinions when it came to assessing the most and least effective instruments in battling poverty. The majority of the clients - 51% - abstained from identifying the most effective instrument, although "Investment Project Financing" (37%) received significant support as the most effective instrument.
