Question: Which World Bank Instruments do you believe are the MOST effective and LEAST
effective in reducing poverty in Pakistan? (Question 53 from Questionnaire)
Clients held fragmented and even polarized opinions when it came to assessing the most
and least effective instruments in battling poverty. The majority of the clients - 51% -
abstained from identifying the most effective instrument, although "Investment Project
Financing" (37%) received significant support as the most effective instrument. "Capacity
Development" received 27% support as the most effective, and 26% support as the least
effective instrument.
