It is a governmental agency operating under the supervision of the Ministry of the Environment. ARA supports social housing sector by providing housing finance in the form of e.g. interest subsidy loans or renovation subsidies. Interest subsidy loan is granted by a bank or other financial institution. ARA accepts the loan, gives the loan a state guarantee and pays the interest subsidy. Tenant selection criteria is specified annually by the government.
