Based on the state's records at the time of this Outlook, total state reserves are $13.6 billion or 29.8% of the General Revenue estimate for FY 2023-24. Although not as large as the total FY 2022-23 level, both the Budget Stabilization Fund and Unallocated General Revenue continue at historic levels. The Budget Stabilization Fund is now close to its constitutional maximum. 12
