CHAPTER 2 / BROAD STRATEGY FOR DEVELOPMENT Seychelles has high labour market participation and an overall low unemployment level of approximately four percent, with less than 2,000 individuals recorded as unemployed. However, youth unemployment levels are significant at about 14 percent and are also slightly high relative to total employment. This is mainly driven by the fact that there is a lack of flexibility in local employment rules and norms, such as those regulating work hours and contractual arrangements. Although Seychelles has a high level of human development, there are still many challenges to overcome. It is urgent to address the factors that constrain the abilities and opportunities for Seychellois. Having people at the centre of develop- ment as a pillar of Vision 2033 and the NDS for Seychelles will take into account health, education, skills development and employment. By covering these, it will be ensured that socioeconomic progress is continuously achieved through the contributions of the country's residents. 53
