17 RISK MANAGEMENT FRAMEWORK IDA's main measure of capital adequacy is Deployable Strategic Capital Capital Adequacy (DSC) which is based on a solvency framework: Quality Loan Portfolio Prudent Risk Management Liquidity Strength of Member Support $46 billion (24%) of capital available for future commitments. IDA benefits from Preferred Creditor Treatment and has a global well- performing loan book. IDA has the same governance structure for risk management as IBRD and benefits from the experience the World Bank Treasury, risk and corporate finance units have built up over 75 years. IDA's liquid assets cover more than 24 months of projected net outflows in liquid assets. Consistent equity increases resulting in exceptionally strong capital base with equity at $186 billion.
