The WPCLF was created in 1989 using State appropriation monies to provide the
20% state match of capitalization grants provided by the United States
Environmental Protection Agency as authorized under the Clean Water Act
Since 1989, the WPCLF has been awarded over $1.0 billion of federal
capitalization grants which have been matched with nearly $365 million of State.

• The WPCLF has funded 1,535 projects with $5.9 billion in loan value to 436
different Governmental Agencies²

The portfolio includes over $3.6 billion of loans to 363 different Governmental
Agencies for 1,120 projects³
The WPCLF has funded 1,201 construction projects for $5.5 billion and 334
planning and design projects for $0.4 billion.
- The WPCLF has funded 10 loans to private entities totaling $7.6 million+
The interest and principal components of WPCLF governmental loans are
leveraged with the issuance of State Match Bonds and Leverage Bonds,
respectively
