American Rescue Plan (ARP) WEST VIRGINIA Department of Health Humfan Resources ⚫ States must use the enhanced funding to supplement existing state funds expended for Medicaid HCBS. This 10% enhanced funding is based on 2022 expenditures; however, states are allowed to spend the enhanced funding through March 31, 2025. The enhanced funding has provided about a 50% increase to direct care rates for home and community-based providers to be extended through March. 19
