Employer completes Application for a Labour Market Opinion (Form #: EMP5239B) based on the LMO criteria 2. Employer submits LMO application to Service Canada's BC/Yukon Foreign Worker Unit 3. Service Canada makes decision The decision: Service Canada officer will correspond with the employer about the LMO decision. Once a positive LMO is issued, employer advises foreign workers to apply for a work permit and if necessary, a temporary resident visa at a Visa Office abroad.
