Political climate: Small size of population Jurisdictions with small populations (<2 million) develop oil and gas fiscal systems differently than jurisdictions with large populations (> 2 million). Small jurisdictions are often "project driven”. They tend to wait for someone to propose a project before deciding on detailed terms. Often terms are complex because many local interests need to be dealt with and terms are tailored for specific conditions.
