Ryazan Oblast is located about 200 kilometers south of Moscow. It belongs to the group of the so-called "Red Belt" regions, where the communist party dominates and economic restructuring faces difficulties. The conditions prevailing in the oblast are not favorable. Ryazan Oblast lies in the shadow of Moscow, and the influence of the financial and economic capital can be felt expanding into this region and shap- ing its economic life to a considerable degree.
