Unallocated General Revenue, the Budget Stabilization Fund, and the Emergency
Preparedness and Response Fund are now considered to be the state's reserves.
At the time each of the previous nine Outlooks was adopted, total state reserves
ranged from 10.8% to 27.2% of the General Revenue estimate.
For the current year, total state reserves are $17,358.6 million or 41.3% of the
General Revenue estimate for FY 2022-23. Both the Budget Stabilization Fund
and Unallocated General Revenue are at historic levels.
