At the time each of the previous nine Outlooks was adopted, total state reserves ranged from 10.8% to 27.2% of the General Revenue estimate. For the current year, total state reserves are $17,358.6 million or 41.3% of the General Revenue estimate for FY 2022-23. Both the Budget Stabilization Fund and Unallocated General Revenue are at historic levels. 9
