Maryland's SW Quantity Management Standards • Environment Article Section 4-203(b): Maryland Department of the Environment "all stormwater management plans shall be designed to implement quantity control strategies to prevent increases in the frequency and magnitude of out-of-bank flooding from large, less frequent storm events." • COMAR 26.17.01.06.A.3: Quantity management for the 2-year or 10-year storm is required when the local jurisdiction "determines that additional stormwater management is necessary because historical flooding problems exist and downstream floodplain development and conveyance system design cannot be controlled." 36
