ā On the premises that a plus-sum competitive market has been created
in the wake of the increased use of natural gas, and that conditions of
fair competition with other energy sources are well established, Osaka
Gas presents the following scenario:
Phased liberalization of markets other than the residential market
(commercial and industrial markets)
The scope of use of pipelines expands due to participation of new
players in the markets
The use of LNG terminals is determined through negotiations
between parties concerned
The management form will not be specified institutionally, but left
to the discretion of the utility
Further transparency of access fee by account dividing between
network (pipeline distribution) business and others
Simultaneous system reformation in both electricity business and
gas business
