H UNITED STATES V. TAYLOR (1887 - SUPREME COURT OF THE TERRITORY OF WASHINGTON) I Often forgotten case. First case interpreting the Stevens Treaties. For thousands of years, Celilo Falls was a prominent fishing place for Native Americans. Celilo Falls in 1930's At Celilo Falls, Frank Taylor purchases land adjoining the falls. Mr. Taylor placed barbed wire to exclude tribal fishers from his land, and so he could rent access to the falls to non-tribal fishers. Indian agent R. H. Milroy, representing the United States, and Tribal harvesters sought to prevent Mr. Taylor from excluding them from fishing at their "usual and accustomed places, in common with citizens of the territory." 3 Wash.
