Conditions
Efforts to strengthen response capacity downstream need to be increased
supported by strengthening efforts upstream to ensure that the spike in
cases experienced does not burden the existing capacity.
Mapping the capacity currently owned by each region and the estimated
gap that needs to be anticipated to handle the maximum spike in cases
(using the assumption of delta peak waves as a reference).
