5. Addressing Reform in the Power Sector
5.1 Coal-based power plants are still being financed despite official
announcement of abandoning coal-based power plants
ADP allocation for FY2022 includes nine coal-fired power project with allocation
which raises question about the Ministry's position regarding government's
stance on abandoning coal-fired power plants. These include-

•
a) Land acquisition, development and resettlement for implementation of
Patuakhali thermal power plant (revised) (Tk.37 crore);
b) Land acquisition, protection and feasibility study for Bangladesh-
Singapore 700MW ultra super critical coal based power plant (2nd revised)
(Tk.40 crore);
c) Land acquisition, development and conservation for Patuakhali 1320MW
super thermal power plant (Tk.42 crore);
Few projects did not get any allocation- a) Land acquisition for Moheshkhali
power hub; b) Matarbari ultra super critical coal fired power project-2 (PGCB part
from Matarbari to Madunaghat 400KV transmission line)

Funding for some projects are related to coal-fired power plants which are
currently in progress
.
MOPEMR should immediately stop all kinds of activities related to coal-based
power generation particularly those which are in the pipeline
