Contractual relationship. If investors feel that fiscal stability is required for their investments, the Government of Alaska should be authorized to sign contracts, without further legislative approval. In other words the process would be similar to the approval of an oil sands plant in Alberta. - The fiscal stability period could range from 10 – 25 years from the start of the contract, depending on the nature of the investment. In exchange for being offered fiscal stability, the investor would have to commit to a substantive work program. It is understood that the matter of whether or not Alaska can offer fiscal stability, is an issue to be decided by the Alaska Supreme Court. 21
