Operating Expenditure
□ Interest payment comprises a major share of recurrent operating expenditure (about
one-fifth in FY22 budget) - during FY22 (up to Dec) its share reached to 29%.
☐ Interest payment particularly against domestic debt has increasingly become a
major recurrent operating expenditure - increased by 9.7% during Jul-Dec FY22.
➤ Growth of interest payment of foreign loans though not consistent in nature, is
likely to rise further in the coming years because of the increasing use of non-
concessional loans.
☐ In terms of sectoral distribution,
expenditure for general public services
(GPS) and interest payment (IP)
comprise over 50% of total operating
expenditure - share has been increasing
over the years.
➤ In FY17, the total share of GPS and IP
was almost 35% which has been
increased up to 46% in BFY22.
Is there any revisiting of GPS
expenditure required?
