LETTER FROM THE COMMISSIONER
As required by the federal Older Americans Act and state law, the Virginia Department for Aging and Reha-
bilitative Services (DARS) must develop a State Plan for Aging Services in the Commonwealth.
After thoughtful discernment on our past accomplishments, an examination of future plans and opportu-
nities, and significant input from our partners and the public, I am pleased to present the Virginia State
Plan for Aging Services (October 1, 2019 to September 30, 2023).
The Virginia State Plan for Aging Services aims to:

Strengthen services and supports that encourage healthy, active and engaged lives;
Bolster awareness of increased access to quality, person-centered, information services and
supports;
Promote systems of protection and safety that facilitate dignity and respect; and
Improve access to resources and services that support family caregivers.
There are approximately 1.8 million adults in the Commonwealth who are over 60 years old, and this pop-
ulation will expand to 2.3 million by 2030. With approximately $40 million in federal funding and $19 mil-
lion in state funding for aging services, DARS has diligently increased service capacity, explored opportu-
nities to imbed grant programs into core service offerings, and developed plans to sustain and grow ser-
vices into the future.
With an awareness of the upcoming 2019 reauthorization of the Older Americans Act, the 2020 Census,
and the ever-changing growth and diversity of the Commonwealth's residents, DARS understands funding
is key to continuing our successes, supporting the aging network, and growing the workforce and service
delivery system.
I want to emphasize the value and importance of the aging network as well as our public and private part-
ners who meaningfully and consistently contribute to making the Commonwealth a great place for all Vir-
ginians to grow old. We appreciate their efforts and dedication, and look forward to what we will accom-
plish together in the future.
