Revenue Shortfall
Revenue shortfall (i.e., the discrepancy between revenue mobilisation
target and actual attainment) has been a recurring phenomenon.
➤ Over the recent years, failure to
collect income tax at the targeted level
has been the key source of revenue
shortfall.
➤ Low VAT collection (at domestic
level) has become a rising concern.
The sudden decline in FY21 can be
attributed to (a) conservative target
setting in view of COVID-19 and (b)
the unprecedent amount of revenue
generated from non-tax sources -
-
owing to mobilisation of ‘idle' funds
from state owned entities.
