4. Methodology of the Study
A detailed perception survey will be carried out to collect
information on three core issues of quality of public
institutions.
'Efficiency': The efficiency can be achieved under the
conditions of maximizing the results of an action in
relation to the resources used, and it is calculated by
comparing the effects obtained in their efforts.
'Transparency': Transparency means that citizens
have an inherent right to know the truth about
public issues and the government ensures that this
right is met.
'Accountability': Accountability is the aspect of
administrative responsibility through which officials
are held answerable for general notions of specific
legal mandates.
Based on Dumiter (2014), the study will prepare three
indices to measure the level of 'efficiency', 'transparency'
and 'accountability of public institutions to deliver the
required services for the youth.
