History of the Network Prior to 1992, there was little systematic effort to describe groundwater quality and make that information widely available to the public • In 1993 the secretary of the Ky. Natural Resources and Env. Protection Cabinet convened a Groundwater Consensus Committee to draft groundwater protection regulations. DOW, KWRRI and KGS participated. Between 1993 and 1994, KGS and KWRRI worked jointly on proposed legislation to create a groundwater monitoring network. History of the Network, slide 1.
