The Seventh National Development plan (7NDP) Following the expiry of the R-SNDP in 2016, the Government spearheaded the formulation of the Seventh National Development Plan which will cover the period from 2017 to 2021. The Plan departs from sectoral-based planning to an integrated (multi- sectoral) approach under the theme "Accelerating development efforts towards Vision 2030 without leaving anyone behind". The formulation of the Plan was guided by the National Planning and Budgeting Policy of 2014, while the Decentralization Policy of 2014 provided the principles of implementation. 8
