Pole leader model could be key to develop industrial processing, but has not yet
delivered results - Support from Development Partners can help improve the model

Pole leaders are responsible for
purchasing all the paddy rice in
their zone and ensuring that the
rice is processed
They can own their own
processing units and are therefore
potential buyers of machinery
(e.g., SOCOMCI, a pole leader,
acquired 4 processing units from
the government)
Alternatively, they can attract
investors to build processing units
within their pole
Implementation of the Pole leader model
has not delivered the expected results
.
Designed in 2012, the pole leader model
has had limited success so far
• The strategy is lacking a detailed
implementation roadmap that includes:
Financing model to support the
activity of pole leaders

Criteria for the selection of pole
leaders
Performance metrics
A clear distribution of roles between
the government and pole leaders
As of today, the model is under review by
the government to determine how to
structure it moving forward
Support from Development partners
can help improve the model by:
•
Helping to clarify the role of different
stakeholders involved in the funding
and execution of the model
Supporting capacity building of Rice
Development Agency (ADERIZ) to
ensure successful implementation of
the model
