Lobby state government to institute an act, creating a road fund for
maintenance (e.g., the National Road Fund Act signed in 2018 to
support maintenance of Nigerian federal roads)
Define type of roads covered by fund e.g., high-value state roads
Define source of funds for the road fund e.g., fuel levies, % of
fees collected from haulage fees, license fees, and road safety
fines
Solicit funding donations from mining and food-processing
companies in exchange for prioritization of roads to maintain, tax
rebates, etc.
Operate the fund like a private enterprise to reduce bureaucracies
(i.e., a private sector majority governing board, separation of roles
of multiple stakeholders)
Work with Ministry of Finance to ensure that the road fund is
separate from funds at Ministry of Finance and restricted to
maintenance (not construction)
