Overview of EPA Programs
EPA program subsidized loan
rates provide a strong incentive
for extensive participation by
communities throughout the
State
• The EPA programs consist of the Water Pollution Control Loan Fund
(WPCLF), which is the Clean Water SRF, and the Drinking Water Assistance
Fund (DWAF), which is the Drinking Water SRF. The WPCLF was created
in 1989, and the DWAF was created in 1998
• The WPCLF and the DWAF are subsidized rate programs
•
The Standard Long-Term Rate is reset monthly
- Average of the previous 8 weeks of the Bond Buyer 20 G.O. Index less
125 basis points
- Certain borrowers may qualify for a loan with an interest rate lower than
the Standard Rate
• Some or all principal may be forgiven on certain loans to disadvantaged
communities
⚫ EPA program loans may not be repaid prior to maturity
