A NEW FORMULA MUST... focus state taxpayer dollars on educating West Virginia resident students; provide the Higher Education Policy Commission and West Virginia Council for Community and Technical College Education with a fair and equitable means of calculating recommended institutional funding levels; account for variations in the missions of the state's public institutions and the unique needs of their diverse student populations; be based upon reliable metrics drawn from existing data resources; be straightforward and easy to understand; be transparent and auditable; promote innovation and student success; and reward institutional successes with additional funding.
