Conclusions
Without an evaluation of the ground realities, liquidity support
and fiscal stimulus packages may not be able to meet the
requirements of society's most vulnerable individuals.
Providing loans to vulnerable persons and small enterprises, in particular,
may not provide the desired effects.
□ As a result, the government must reassess liquidity support as the key
economic response to COVID-19, as well as increasing fiscal stimulus and
direct cash transfers to the needy.
Unfortunately, experience with social safety nets has shown that without
competent administration, social protection programs can only be limited
in their effectiveness.
Exclusion,
inclusion, targeting, efficient delivery, and
resolution of grievances, among other issues, must be taken
seriously.
