The Debate The Northern Point of View All of the Mexican Cession should be free territory. Or, the new territories should be decided by popular sovereignty. This means that the voters of the states would decide if the territory was slave or free. The Southern Point of View All of the Mexican Cession should be open to slavery. Or, the Missouri Compromise line should be extended all the way to the Pacific Coast. Slave owners have the right to take their property into the territories.
