The investor will design, renovate, build and operate an eco-tourist facility located at the Phum Thmey Protected Mangrove
Area in Kep. The investor will invest approximately USD $500,000 to provide infrastructure including an interpretation
center, a restaurant, bungalows, board walks, viewing areas, eating areas, restrooms, solid and liquid waste management
collection, storage and treatment facilities.
The investor will partner with the local Phum Thmey fisheries community to provide staff for the site management, guides,
boat transportation for tourist, and boat tours.
The investor will work closely with the community to protect and rehabilitate mangrove areas which have been damaged by
adjacent developments
The concession period provided by the government/community will be 15 years from the commencement of operations.
The investor will be provided with a 9 month grace period (lease free) from the first day of possession of the site and
construction activities commence. The investor may commence operations before the grace period expires and accrue
additional benefits from the lease free period.
The investor may charge user fees for entry as required in their business model to offset operation and capital cost costs.
However, the investor's primary income will be from tourist receipts related to the provision of tourist services.
Investors will be selected by public tender or direct selection through evaluating innovative design, public cost, contribution
to reduction in GHG emissions and proven business track record.
The users of the development will be both national and international tourists.
Beneficiaries will be members of the Phum Thmey Fisheries Community, local communities and local businesses (tourism
services and supply chain goods and services)
