State Updates
New Jersey-The public utilities commission established a
competitive solar incentive program for grid-supply solar and
storage and nonresidential net-metered solar larger than 5 MW,
targeting at least 300 MW of capacity added each year through
2026.
California-Regulators approved a plan to achieve statewide carbon
neutrality by 2045, which will entail quadrupling wind and solar
energy, electrifying new buildings, and capturing carbon emissions.
Wisconsin―The public utilities commission ruled that a family could
purchase solar power from a third-party installer, stating that this
arrangement did not constitute an illegally competing public utility.
Whether the ruling will open the state's third-party solar market
broadly remains in question.
Michigan-The public utilities commission rejected a utility plan to
impose demand charges on rooftop PV customers and reduce
compensation for PV electricity, stating that a cost shift from PV
customers onto non-PV customers was not proven and that the
utility improperly evaluated the benefits of PV.
Maryland―The state's most populous county banned natural gas
heating and cooking in new buildings, likely by 2027, to accelerate
building electrification-the first county on the East Coast to do so.
