Gap Analysis A&M conducted a gap analysis exploring North Dakota's various pathways to existing services and outlining current gaps in access; researched and analyzed peer states to compare service offerings; conducted a national scan of home and community-based services and waivers; and identified promising approaches used to modify or expand programs to address service access gaps.
