Why is government spending less than its programme?
According to 'Quarterly Budget Execution' report for Second Quarter
2021-22, the government has a budget surplus to the tune of Tk. 1,357
crore (excluding grants)!

The government has shown a relatively conservative attitude in extending
budgetary allocations for cash transfer and subsidy to combat the COVID-
19 pandemic and rising commodity prices
Is it driven by the government's economic and political vision or lack of
fiscal space?
Or is it because the policymakers are not fully aware of fiscal
position (data-wise) of the country in real time?
