THE VIRGINIA AGING NETWORK OTHER STATE AGENCIES AND AGING INITIATIVES (cont.) Virginia Department of Rail and Public Transportation (DRPT) Virginia Department of Social Services (VDSS) Virginia Department of Transportation (VDOT) Virginia Department of Veterans Services (DVS) The Federal Transit Administration's Section 5310 Program for the En- hanced Mobility of Seniors and Individuals with Disabilities supports capital, operating, and mobility management costs of transportation services and transportation alternatives beyond those required by the Americans with Dis- abilities Act of 1990. (This includes activities that were previously eligible under the FTA 5317 New Freedom Program.) AAAS and organizations in the aging network often receive funding through these programs. DRPT also pro- vides state leadership for the Virginia Coordinated Human Service Mobility Plan, which is a 5310 Program requirement. VDSS operates a 24-hour toll-free telephone hotline to receive complaints of adult abuse, neglect and exploitation. The Medical Assistance Program, En- ergy Assistance Program, and Newcomer Services' SOAR (Services to Older Adult Refugees) Program specifically targets older adults. The Supplemental Nutrition Assistance Program (SNAP) and the Temporary Assistance for Needy Families Program make allowances for older and/or disabled individ- uals. VDSS also licenses assisted living facilities and adult day care centers. VDOT is taking steps to increase accessibility and support livable communi- ties. Specifically, the agency has made over 6,000 improvements to side- walks and curb ramps, implemented changes to traffic signals and signs to make them more intuitive and easier to read, and made pavement markings more visible, among other initiatives. DVS has more than 40 operating locations across the Commonwealth of Virginia. DVS works with, but is not part of, the U.S. Department of Veterans Affairs (the VA). DVS assists veterans and their families in filing claims for federal veterans benefits; provides veterans and family members with direct linkages to services including behavioral healthcare, housing, employment, education and other programs; operates two long-term care facilities offer- ing in-patient skilled nursing care, Alzheimer's/memory care, and short-term rehabilitative care for veterans; provides an honored final resting place for veterans and their families at three veterans cemeteries; and operates the Virginia War Memorial, the Commonwealth's monument to honor the memory and sacrifice of Virginia's men and women who served and fought 19
